This is a risk management that is a nice to have, basically if your first trade wins, your next trade will have your previous risk + your winning as your next risk for the next trade,  if the next trade wins, you reset to 1%,  basically you need 2 consecutive wins before you reset to your initial risk, if you lose the trade on the first then you'll just use 1% risk, This can be an alternative to anti-martingale.. I think this is good for strategies with high win rate, since there will be a lot of consecutive wins,

Can you show me your set with a risk to reward ratio of 1:3 and 40% wins? ;)

This method can certainly work for some sets. But in most cases it will significantly increase the DD.
