Buy/Sell ADX > = level = bug?

Is it a bug or did I misunderstood the filter. 

As I try to  improve Ultra Hedge I wanted use the new added filter " Buy/Sell ADX > = level". I want to let the ea open trades on a not strong trending market. To to that I use the filter " Buy/Sell ADX > = level" and reverse it, so it should be like  Buy/Sell ADX < = level, right? So it should open trades if the ADX is below my given level ( e.g. 15). But as I see it now, it does not reverse the signal. ( see given pictures) 

As you can see my Signal level is 10. On the active indicators tab in the chart you can notice, that altough we have a ADX > 10 it allows buy/sells. The signal should be reversed. So it should be active if ADX < 10. 

Do I miss something? Did I misunderstand the filter?
